Congressional Apportionment

Congressional apportionment is the technique used to determine how many representatives a state is given. It’s very important in determining our political landscape because changes in the population, and therefore the apportionment, can offer more blue seats to a Blue State or more red seats to a Red State.

In some cases, because of the formula used to assign representation for each state, less than 1000 people are needed to shift a Blue State higher in priority value and a Red State down, effectively manipulating House apportionment. Democrats have this all figured out and have been employing the ruse to gain power for decades.

Join Shane Lewis as he shares how easy it is to manipulate apportionment using illegal immigration.  Discover how it’s not just about increasing House seats in a state but collectively moving Blue States up in priority and Red States down.

Shane will also briefly explore the history of why the federal government has jurisdiction over immigration, how states are being rewarded for the practice of illegal immigration, and if time permits, how illegal immigration is establishing a new slave class in America, in violation of the Constitution.

Shane Lewis is a District 1 Alternate on the SVGOP Central Committee. In 2024, Shane raised funds and ran an aggressive campaign for a seat on the Santa Clara County Board of Education. Unfortunately, he could not overcome the all-out effort by the Labor Unions to put one of their own in the seat. A Veteran of the US Marine Corp, Shane is an Electrical Test Engineer for a medical device manufacturer, Procept Biorobotics. He earned a BA in Political Science from Liberty University and is working on his Masters.

What Nightmare Awaits You in 2027?

Join Our July Central Committee Meeting

Gina Zari, SCC Assn of Realtors

It’s 2027. You turn on the water to take a shower and there is no hot water.  Thinking that the likely culprit is a non-functioning water heater, you call a plumber and resign yourself to roughing it for a day or two.  If you are lucky to get a plumber to show up, the LAW that went into effect on January 1, 2027, PROHIBITS anyone from installing a gas water heater in Santa Clara County or any of the other 8 Bay Area Counties.

It gets worse.  To install an ELECTRIC water heater, your electrical panel will have to be upgraded.  It gets even worse.  You are now competing for the attention of a contractor to do the upgrades required by all of your neighbors.  Anyone with a home (or rental property) built in the 80’s or earlier has the same issues.

And that’s not all… by January 1, 2029, the installation of a new gas furnace is forbidden.  Electrification renovations required to install these electric appliances could cost from $50,000 to $250,000, or more.

Concerned?  Join us for our July 15th meeting with Gina Zari, the Government Affairs Director for the Santa Clara County Board of Realtors (SCCAOR.org).  Learn the extent of the nightmare you are facing and how we can work to stop this tyranny by the Bay Area Air Quality Management District.

Prior to joining SCCAOR, Gina spent 20 years in Sacramento working for several Legislators and knows how Sacramento works.  You will appreciate Gina’s leadership in this fight!

Your School Board Needs YOU!
featuring Mingi & Franklin Bodine and Sabrina Lin

Join Our June Central Committee Meeting

If you, too, believe Drag Queen Story Hour is not producing the rocket scientists we need, join our effort to elect Republicans to School Boards.

Every two years, there are over 100 school board seats up for election in Santa Clara County.  For the past 3 election cycles, the Silicon Valley Association of Conservative Republicans (SVACR) has responded to declining academic achievement and overt sexual indoctrination of children in public schools by beginning a quest to elect more conservatives to school boards.   By fall of 2022, SVGOP was able to boast that they had more Republicans running for school board positions than ever in the past.

Alas, recruiting and supporting candidates through election proved to be a great challenge.  Over the ensuing years, Mingi and Franklin Bodine have built an organization of volunteers who not only help with the recruitment of school board candidates but support those candidates who have been elected, School Board Sentinels. Come hear all about this organization; anyone can become a sentinel, just show up at school board meetings and speak out when you see something amiss.

For the 2024 election cycle, Sabrina Lin joined the team to help potential candidates navigate through the process of running for elected office.  As Republicans, we now have a “playbook” to help candidates through filing to run, setting up fundraising paperwork, and seeking endorsement from SVGOP.

Anyone who is interested in running for school board or helping a candidate run needs to attend this meeting!

Larry Pegram, Informed Parents - California, Speaks on California’s Broken Education System

Our school systems in California are broken. But how did we get here? And, more importantly, how are we going to fix things? At SVGOP’s March Central Committee meeting, you can hear Larry Pegram, President of Informed Parents - California, speak on the history of California’s education system and possible solutions to return our schools to their former world-leading educational status.

Larry Pegram is a longtime San Jose resident, who graduated from San Jose State with a BS degree in Business Management. He earned a commission in the Army Reserve rising to the rank of Captain.

He served on the San Jose Police Department as a Police Officer from 1967 to 1974.  Larry then served two terms on the San Jose City Council in the late 70's.

He earned the Certified Financial Planner professional designation and served families and small businesses for over 25 years.

He and Pastor Dave Sawkins founded the Values Advocacy Council in 2004.  Larry served as its President for 12 years.

In 2021, he founded Informed Parents to foster parents rights, parental control, transparency between parents and their children's schools, and increase student test scores.

Larry is married to Shelley.  He has three children and six grandchildren.  He and Shelley attend Calvary Chapel Church in San Jose.
